How to Choose Safe and Non-Toxic Toys for Toddlers | Safety Standards and Certification Guide

When choosing a toy for a toddler, start with five things: age rating, small parts, batteries or magnets, build quality, and safety compliance. For children around 12–36 months, these basics matter more than labels such as “non-toxic,” “natural,” “organic,” or “BPA-free.”

Reject These Hazards First

  • Accessible button or coin battery
  • Loose high-powered magnet
  • Choking-size part
  • Sharp broken plastic, metal, or wood
  • Long or unsafe cord
  • Toy marked for an older age group

If a toy has one of these problems, an eco label, material certificate, or close adult supervision does not make the problem go away.

Do Not Treat “Non-Toxic” as Proof

“Non-toxic” sounds reassuring, but by itself it tells you very little.

A useful claim should make it possible to check:

  • the exact toy or model;
  • the material tested;
  • the chemicals or substances tested;
  • the standard or legal limit used;
  • the laboratory or testing method where relevant.

A toy can have compliant paint and still be unsafe if a wheel comes off, a magnet works loose, or a battery cover fails.

The same applies to toys described as “wood,” “silicone,” or “organic cotton.” Those words describe only part of the product. Paint, glue, ink, plastic, metal, magnets, coatings, and electronic parts may also be present.

Read Chemical Numbers Correctly

Chemical limits are not all measured in the same way.

  • Total-content limits — how much of a substance is present in a material.
  • Concentration limits — the maximum allowed percentage or ppm.
  • Migration limits — how much of certain substances can move out of an accessible material under a specified test.

So when a seller says a toy is “heavy-metal tested,” that does not mean the material contains absolutely zero trace of every metal. What matters is whether the toy meets the correct limit under the correct test method.

Use the Age Rating as a Safety Limit

In the United States, toys intended for children under three must not contain prohibited small parts or release prohibited small parts during the required testing.[1]

A two-year-old may understand how to use a toy marked 3+, 6+, or 8+, but that does not make the toy suitable for that child.

Skill and safety age are not the same thing. A child may be very good at puzzles or construction and still be too young for the smaller pieces found in some building toys.

Watch how your child actually plays. Extra caution makes sense if the child:

  • puts many objects in the mouth;
  • bites toys hard;
  • pulls pieces apart;
  • opens containers easily;
  • throws toys repeatedly;
  • continues strong mouthing behavior.

Older children’s toys also need to stay out of toddler play areas. Marbles, craft beads, miniature figures, magnetic sets, science-kit parts, and small building pieces are common examples.

Test Every Part That Can Come Loose

Small parts are not limited to toys that are small overall. A large toy may still have a wheel, button, cap, plastic eye, knob, screw, bead, bell, puzzle peg, suction cup, or decorative piece that can come off.

  • Pull wheels and knobs gently.
  • Twist thin connectors.
  • Check whether decorations peel or detach.
  • Check plush seams for openings.
  • Look for internal squeakers or hard parts that could become exposed.

Do not judge only by how the toy looks on the first day. Think about what may happen after months of chewing, dropping, pulling, and washing.

Keep Small Balls and Balloons Away

A ball can be a choking hazard even if nothing breaks off.

CPSC advises keeping small balls and toys with small parts away from children younger than three. Deflated balloons should be kept away from children younger than eight.[2]

  • Keep uninflated balloons out of reach.
  • Pick up broken balloon pieces immediately.
  • Do not allow toddlers to chew inflated balloons.

A toilet-paper roll is sometimes used as a rough home check, but it is not the official small-parts test. If a part looks small enough to go into a toddler’s mouth or seems likely to come loose, choose another toy.

Make Sure Batteries Cannot Be Reached

Button and coin batteries can cause severe internal injury if swallowed.

U.S. rules depend on the type of product. Many consumer products with replaceable button or coin batteries must use a compartment that requires a tool or at least two independent and simultaneous movements to open. Toys for children under 14 that comply with the battery-access and labeling requirements of the federal toy standard follow the toy-standard requirements instead.[3]

For day-to-day use, the practical check is simple: a toddler should not be able to reach the battery.

Look at four areas:

  • battery cover;
  • screw or locking system;
  • plastic around the compartment;
  • damage after drops or impacts.

A screw does not make the battery compartment safe if the screw post is cracked or the cover no longer closes tightly.

Keep both new and used batteries out of reach. A discharged battery is still an ingestion hazard.

Treat Battery Swallowing as an Emergency

Do not wait for symptoms and do not induce vomiting.

The National Capital Poison Center warns that serious esophageal burns can occur in as little as 2 hours after button-battery ingestion.[4]

Get emergency medical help immediately and follow current poison-control or emergency instructions.

Check Chargers and Rechargeable Toys

  • Use the charger specified by the manufacturer.
  • Stop using damaged cables.
  • Check loose or cracked charging ports.
  • Stop charging if the toy becomes unusually hot.
  • Follow any adult-charging instructions.

A plug fitting into the toy does not mean the adapter is the right one.

Stop Using a Toy if a Magnet Is Missing

If two magnets are swallowed, they can attract through different sections of the intestine. The result can be blockage, holes in the intestine, tissue damage, or infection.

CPSC advises immediate medical attention when magnet ingestion is suspected and warns that serious injury may develop before clear symptoms appear.[5]

Check magnetic toys for:

  • cracked plastic or wood around magnets;
  • loose magnet housings;
  • failed glue or seams;
  • missing pieces.

If one magnet is missing and you cannot find it, stop using the toy.

Do Not Use Water Beads for Toddler Play

Water beads are tiny superabsorbent beads that grow after taking in water. When dry, they can be very difficult to see after a spill.

From 2017 through 2022, CPSC estimated about 6,300 water-bead ingestion injuries were treated in U.S. emergency departments. CPSC also reported at least one death involving a 10-month-old child in 2023.

A new federal U.S. water-bead toy standard took effect on March 12, 2026. It covers expansion size, allowable acrylamide, testing, and warning requirements for affected products manufactured after that date.[6]

For toddlers, larger and easier-to-see materials are a better fit for sensory play than tiny expanding beads.

Keep Cords Short and Purpose-Built

Look closely at cords and loops on pull toys, toy phones, dress-up items, necklaces, stroller toys, and homemade attachments.

Do not add household string or ribbon to make a toy cord longer. Once the cord changes, the product is no longer being used in the way it was originally designed.

Keep Loud Toys Away From the Ear

Three checks are enough to spot the main issue:

  • where the speaker is located;
  • whether the child can press it directly against the ear;
  • whether the volume can be reduced.

If the sound is uncomfortable at normal play distance, reduce exposure or use a quieter toy.

Match Ride-On Toys to the Child and Surface

Before use, check:

  • age range;
  • weight limit;
  • seat height;
  • stability;
  • wheel condition;
  • steering;
  • foot clearance;
  • braking features where applicable.

CPSC recommends appropriate protective equipment, including helmets, for scooters and other riding toys.[7]

Keep ride-on toys away from traffic, stairs, pools, and steep slopes.

Use a 4-Step Physical Check

  • Pull: wheels, handles, ears, knobs, and decorations.
  • Twist: thin connectors and joints.
  • Press: hollow plastic for weak or brittle areas.
  • Feel: edges, seams, holes, and corners for splinters, burrs, or sharp points.

Smell is not a reliable chemical test. A strong odor does not prove toxicity, and the absence of odor does not prove safety.

Still, an unknown product deserves caution if it has a strong solvent smell, sticky coating, powdery residue, or unexplained surface deposits and the seller cannot explain the material or testing.

Leaving a questionable toy to “air out” may reduce odor. It does not fix unsafe paint, excessive restricted substances, loose parts, or poor construction.

Choose Bath Toys That Can Dry Completely

Hollow squeeze toys can hold water inside, where it is difficult to clean or dry.

Choose products that are either:

  • fully sealed;
  • or designed to open, clean, and dry completely.

Stop using bath toys with cracks, dirty trapped water, sticky surfaces, or internal areas that cannot be cleaned.

Do not boil, microwave, steam, or dishwash a toy unless the manufacturer says that cleaning method is safe.

Choose Teethers With Fewer Failure Points

Look closely at:

  • cracks and cuts;
  • loose beads;
  • long cords;
  • damaged clips;
  • loose connectors.

One-piece designs have fewer joints that can fail.

Follow the manufacturer’s cleaning instructions. Do not assume every silicone teether can be boiled, frozen, microwaved, steam sterilized, or placed in a dishwasher.

Look for ASTM F963-23 on U.S. Toys

For toys manufactured on or after April 20, 2024, the current U.S. federally incorporated toy standard is ASTM F963-23.[8]

Depending on the toy, applicable requirements can cover:

  • small parts;
  • sharp edges and points;
  • magnets;
  • batteries;
  • sound;
  • cords;
  • materials;
  • flammability;
  • mechanical hazards.

For toys intended primarily for children 12 and younger, applicable U.S. rules generally require third-party testing by a CPSC-accepted laboratory and certification in a Children’s Product Certificate, subject to specific legal exceptions and testing relief.[9]

A manufacturer’s product safety information is more useful when it names the standards and testing approach instead of relying only on broad words such as “safe” or “non-toxic.”

Do Not Confuse CPSC, CPSIA, ASTM, CPC, and Lab Testing

  • CPSC: the U.S. Consumer Product Safety Commission.
  • CPSIA: U.S. legislation covering important children’s-product requirements.
  • ASTM F963: the technical toy safety standard incorporated into U.S. federal rules.
  • CPC: the Children’s Product Certificate issued by the responsible manufacturer or importer.
  • CPSC-accepted laboratory: a laboratory accepted for specific children’s-product testing scopes.

“ASTM approved” is weak wording because ASTM does not individually approve every toy.

Remember 100 ppm and 90 ppm for Lead

For U.S. children’s products, accessible components generally may not contain more than 100 ppm total lead. Paint and similar surface coatings generally may not contain more than 90 ppm lead.[10]

  • 100 ppm = 0.01%
  • 90 ppm = 0.009%

The two numbers apply to different requirements, so they are not conflicting limits.

Lead cannot be judged by smell, color, or appearance. Old painted toys, badly damaged coatings, unknown imports, and second-hand products with unclear history deserve more caution.

Remember 0.1% for the 8 Regulated Phthalates

U.S. rules restrict eight specified phthalates in covered children’s toys and child-care articles to no more than 0.1% each, equal to 1,000 ppm.[11]

You do not need to remember all eight names. What matters is whether the toy meets the requirements that apply to it.

Do Not Treat CE as Government Approval

Toys placed on the EU market must meet applicable EU toy safety requirements and carry CE marking.

Manufacturers must assess relevant hazards, complete the required conformity process, prepare technical documentation and a Declaration of Conformity, provide product traceability, and apply CE marking.[12]

CE does not mean that an EU government agency individually tested and approved the toy. The European Commission states that CE marking is not proof that the product was individually approved as safe by the EU or another authority.[13]

Manufacturer or importer details, product identification, age warnings, and instructions still matter.

Check Which EN 71 Part Was Tested

  • EN 71-1: mechanical and physical properties.
  • EN 71-2: flammability.
  • EN 71-3: migration of certain elements.

These descriptions appear in the EU harmonised toy-standard references.[14]

If a listing says only “EN 71 tested,” that is not enough to tell you which part was tested or whether the report belongs to the exact model being sold.

Use Current EU Rules Until the 2030 Transition

The EU adopted Regulation (EU) 2025/2509 on toy safety in 2025. Most of the new system applies from August 1, 2030, while certain provisions have applied since January 1, 2026.[15]

Until the full transition, current CE and existing EU toy-safety requirements remain relevant.

Use 3 Levels of Safety Evidence

  • Level 1 — Finished-toy compliance: ASTM F963, applicable CPSIA requirements, CE conformity, applicable EN 71 requirements.
  • Level 2 — Material certification: OEKO-TEX or GOTS where relevant.
  • Level 3 — Environmental or sourcing information: FSC and similar claims.

Level 2 and Level 3 add useful information, but they do not replace Level 1.

Use OEKO-TEX for Textile Information

OEKO-TEX STANDARD 100 tests covered textiles and materials for specified harmful substances.

Product Class 1 covers babies and children up to three years old and has the strictest limits in the STANDARD 100 system.[16]

That can be useful for fabric toys and plush products. It does not tell you whether a plastic eye can come loose or whether a battery cover is secure.

Use GOTS for Organic Textile Claims

  • Organic: at least 95% certified organic fibres.
  • Made with x% organic materials: 70–94% certified organic fibres.

GOTS distinguishes between certified materials and a certified finished product.[17]

For a plush toy, GOTS gives useful textile information, but seams, stuffing, small parts, and the finished toy’s safety compliance still need to be checked.

Use FSC for Wood Sourcing, Not Toy Safety

  • FSC 100%
  • FSC Mix
  • FSC Recycled

FSC provides information about forest-based sourcing. It does not prove paint safety, choking safety, magnet security, or mechanical strength.[18]

Check Wooden Toys in 4 Areas

  • Surface: no splinters, deep cracks, or rough areas.
  • Joints: wheels, pegs, handles, and glued parts stay secure.
  • Coating: paint or finish is intact.
  • Attached parts: magnets, metal axles, and plastic pieces stay secure.

“Unfinished wood” does not automatically mean safer. Repeated soaking can also make some wooden toys swell, crack, or become rough.

Do Not Use Recycling Numbers as Plastic Safety Ratings

Resin identification codes show broad plastic categories. They do not tell you whether a toy passed:

  • small-parts testing;
  • chemical requirements;
  • battery-access testing;
  • magnet requirements;
  • mechanical testing.

A properly made plastic toy can still be durable, washable, lightweight, and resistant to splintering.

Do Not Use the Silicone “Pinch Test”

Look for:

  • tears;
  • deep cuts;
  • loose inserts;
  • detachable rings or cords.

“Food-grade silicone” does not replace finished-toy safety testing. Twisting or pinching silicone cannot prove chemical purity or regulatory compliance.

“Water-based,” “eco paint,” “plant-based,” or “natural finish” does not prove that a coating meets every applicable chemical requirement.

Stop using a toy if the paint:

  • flakes;
  • peels;
  • becomes powdery;
  • cracks badly;
  • becomes unusually sticky.

Do not repair a toddler toy with household varnish, paint, or glue unless the manufacturer provides an appropriate repair method.

Check 6 Things on a Test Report

  • Product: Does the model number, SKU, name, or photo match?
  • Standard: Does it name ASTM F963, EN 71, lead, phthalates, or another specific requirement?
  • Scope: Which hazards were actually tested?
  • Date: Does it still apply to the current design?
  • Laboratory: Where U.S. third-party testing is required, is the laboratory CPSC-accepted for the relevant scope?
  • Result: Does the document actually show a pass or compliant result?

A lead report does not prove battery safety. A chemical report does not prove small-parts compliance. A report for one model does not prove a similar-looking model passed the same tests.

Check the Exact Seller and Product Online

A solid listing should show:

  • identifiable manufacturer;
  • clear product or model name;
  • age grading;
  • dimensions;
  • warnings;
  • material information;
  • specific safety-standard information;
  • consistent branding.

Be cautious when you see:

  • “100% non-toxic” with no explanation;
  • unexplained certification logos;
  • no manufacturer identity;
  • no age information;
  • different brand names in product photos;
  • vague answers to safety questions.

Star ratings can help you spot loose parts, misleading size, cleaning problems, or weak durability. They do not prove regulatory compliance.

Check Handmade Toys Like Any Other Toy

  • small beads and pieces;
  • cord length;
  • knots and clips;
  • paint and coatings;
  • magnets;
  • glue;
  • age suitability.

“Handmade,” “natural,” and “small business” are product descriptions, not safety test results.

Check Used Toys Before Giving Them to a Toddler

Search the manufacturer and model in the official recall database. CPSC maintains a searchable U.S. recall and product-safety warning database.[19]

Do not use a second-hand toy if:

  • you cannot identify it;
  • the battery cover is missing;
  • plastic has become brittle;
  • paint is badly damaged;
  • a magnet is missing;
  • it has been recalled.

Do not resell, donate, or give away a recalled toy unless the official recall remedy has made it safe for continued use.

Recheck Toys After Damage or Heavy Use

Take another look after:

  • a hard fall;
  • water damage;
  • pet chewing;
  • a battery leak;
  • a missing component;
